How do i fix my multiplayer issue

Ok. While i play on steam i try to play mw3 multiplayer. i click play then it says "connecting to online services" then i wait and wait to it failing. after failure it says to look at callofduty.com/mw3/status/ so i do. It says it is at defcom 5 and everything is running on Xbox PS3 and Wii. So I decide to look on the forum for help. I found out that it had something to do with the DLC1 (possibly). So i decide to get the DLC1 and it still doesn't work!!!! so if anyone could please help me it would be greatly appreciated.

P.S. I have patch 1.8.423

how do you have 1.13 on pc i only have 1.8.423

i have a problem why i try to play in multiplayer on the pc, it always starts with "connecting to online services" then it fails and tells me to look at callofduty.com/mw3/status/ and its at defcom 5. So i go on the forum and find out that the dlc had something to do with it (possibly) so i decide to get it and it still doesnt work. PLEASE HELP ME!!!
