Sorry to burst your bubble but it does not. Only stealing a juggaho will count. You only get credit for a steal when it says hacker and it does not say that on any other care package. I was stuck on 49 while playing drop zone to work on this and stole probably 50 crates until I stole a jug and finally got number 50 when it said hacker. This has also been confirmed on other sites.

I am only 22 away from 200 at this point.
