Moving back down to 20 seems pretty unlikely to me. They may be slightly duplicitous, but they're not stupid.
Infinity Ward company meeting:

IW Exec 1: I have a great idea everyone, instead of 20 pieces of content, we'll do 24!
Everyone: Wow, you're a genius. We love it! Why didn't we think of that before?
IW Exec 2: Great, now let's get the word out immediately.
Months later....
Programmers: You know, we don't really feel like doing more work.
Exec 1: Yeah, I understand. Me neither.
Exec 2: I guess that's fine. We'll just go back to 20 pieces and maybe no one will notice.
