Weapon and Perk Balancing Thread

The way I would balance weapons is simple buff all the guns within the weapon class of the powerful gun.
For the ACR instead of nerfing it I would give the other assault rifles a buff that are fully automatic here is a list of buffs I would do.
M4A1 I: 5% damage buff.
SCAR-L: 5% damage buff.
CM901: Increase the fire rate by 5% and a recoil reduction of 10%,
G36C: recoil reduction of 5%.
AK-47: recoil reduction of 3%.
FAD: 10% damage buff.
For the Type-95 you buff the only other assault rifle that's 3 round burst which is the M16A4.
I would increase the damage about 10 percent and also increase the fire rate about 10% also.
For the MP7 the easiest way to balance the SMGs out is a recoil reduction on all the other SMGs.
On all SMGs accept the PM-9 and the PP90M1 I would give them a recoil reduction of 10%
PM-9: recoil reduction of 15%.
PP90M1: recoil reduction of 5%.
To Balance out the SMGs compared to the PP90M1 all SMGs should at least get a 5% damage buff.
To balance out the shotguns I would switch the range of the Striker with the range of the Spaz-12 I would also allow the KSG-12 to be able to use steady aim and hip fire. The Model 1887 I would narrow the spread about 40% and the AA-12 I would add 4 rounds with and with out the Extended Mags attachment.
To balance out the launchers either being attachments or secondary guns it's simple keep the blast radius the same but put a 25% damage buff on all of them except the Javelin.
To balance out the perks I would make extreme conditioning infinite sprint and I would make Sitrep Pro able to be cancelled out if the enemy has Assassin Pro so players can be stealthy again. I would also make it where scavenger can replenish the throwing knife and semtex and frag grenades and the Flash and Smoke and Stun and EMP tactical grenades. I would also make Overkill let you choose between having two primaries or two secondaries.
What things would you buff in this game and why? Discuss.
PP90 buff and Scar L buffs? No thanks.
SMGs- PM9 should get faster reloads, Mp5 less recoil and more range, UMP 5 hit kills at max range and more range, Mp7 given horzonital recoil, PP90 hipfire spread significanly nerfed, P90 fine as is.
ARs- M16 RPM buffed to 850, less recoil, extended 3 hit kill range.
Type 95 made 3 hit kills up close instead of 2
CM901 2 hit kill before dam drop off, AK47 1.1x torso multiplier
ACR min damage droped to 25 so no longer OHK at all ranges in hardcore
FAD made 3 hit kill before dam drop off
LMGs- PKP slightly reduced recoil, max damage raised to 49 with 1.1x torso multiplier
MG36 significantly reduced recoil, give it 3.5 aim speed and 85% run speed if possible
MK46- slightly increased RoF and slightly decrease recoil
M60- moderately reduce recoil and extend 2 hit kill range
Snipers- Dragunov recoil buff removed and extend the OHK area on the body instead
L118- slightly faster RoF
Shotguns- See my post on the top of page 44 on the shotgun balance thread, don't feel like posting it again
Roit sheild- Increase dimensions if possible, would like to see you be able to shoot a pistol from the side of the sheild but that is doubtful to happen.
Handguns- Increased min damage to 5 hit kills on the "accuracy pistols", recoil reduction for the deagle and extend drop off range for the magnum and mp412
Machine pistols- Remove akimbo nerf for the G18
Launchers- Remove javelin nerf, Slightly increased time needed to lock on with the stinger, slightly increase the damage with all the other launchers

Nice I forgot about the secondaries but if I were to try to balance out the secondaries I would give all handguns a 15% damage buff while keeping the recoil the same and give the G18 and Scorpion a clip size and ammo buff then I would give the Scorpion a recoil reduction of about 35% that way every secondary is dependable with and with out akimbo. And as for the sniper rifles I would make it where the RSASS and the Dragonov are actually capable of achieving a one shot kill with out having to hit the head because even in MW2 the WA2000 and the M21-EBR were able to kill people one hit if they hit the upper chest.
Also great idea about the LMGs but if your saying the L86 is overpowered it's actually not it's a 4 to 5 hit kill but I do agree about your buffs especially the PKP because when you put a grip on it the stat bar for accuracy gets maxed out so it would make a lot more sense if they did decrease the recoil a bit. Also the MP7 you gotta realize if they added recoil to it the gun would be useless because it's 4 to 5 to even 6 hit kills so adding recoil would end up being bad for the gun might I suggest making the fire rate on the MP7 less instead. I also agree with you on the Riot Shield it needs to be buffed.
Platform? On xbox and ps3 all LMGs were buffed by making their minimun damage 35 (3 hit kills). So basically now the L86 get better accuracy and RoF over the PKP and MG36 while they get absolutely no advantage over the L86. I believe PC now has that buff but I'm not sure.
Xbox 360 I got a 4 hit kill with it after the buff I don't know if it got re-buffed because I thought it sucked and started using the PKP because even with recoil it's still better then the L86 to me I don't know if it has to do with the L86 being overused either because I hardly ever see it. It just seems sucky to me so I don't know if it's even overpowered maybe in the hands of a LMG user it's overpowered. I am going to change what I said about the launchers the XM25 instead of a damage buff it needs an ammo buff.
Don't listen to the in-game stats. They are mostly fake and are misleading. For example it says the MG36 does more damage over the PKP. This is false as they both do 40-35. If you look at the recoil plots you will get a much different story then what what the in-game stats say. Also don't believe the ACOG gives you more range, thats a lie too. The silencer does decrease your range however.

Just curious, why would you buff Assassin?
It already has enough counters to perks & pointstreaks. It "stealthy" enough.
Because it is actually getting annoying seeing the Sitrep Pro is overpowered threads so if they put a counter to it in the game people will hopefully stop complaining because they will be able to be stealthy again and your right so instead of Assassin Pro countering Sitrep I think Blind Eye Pro should counter Sitrep Pro instead.
At the moment one of my favourite perks to use would be *Dead Silence* very handy perk especially in game modes like search and destroy. But lately ive found that by simply having a turlte beach headset you can negate dead silence which makes it completely useless. I suggest they make dead silence just that. Absolutley no noise being made at all. This perk is comepletly underpowered right now and its really frustrating that the im wasting a perk slot because some people have turtle beaches
This is silly. You just made up all of those percentages, and some of those changes aren't even logical.
