Ignore Scaleys they are not interested in giving any help which is obvious by there post.
To solve this issue you need to make sure that you have opened the ports in windows firewall, and routers firewall.
If they are open the next step is to disable the firewalls and also turn off you Anti-Virus and Anti Spyware programs, and try to connect and see if it works if it does then you enable each program 1 by 1 until it doesn't connect anymore.
If that doesn't work then you need to check to see if you have been VAC banned or IW banned.
